The procedure for appointment the new governmental Council for Research, Development and Innovations has not been made public. According to the civic association Forum Is Alive!, the Council will be constituted of Prime Minister Jan Fischer and Minister of Education Miroslava Kopicová, representatives of the main stakeholders (Academy of Science of the Czech Republic, Czech Rector’s Conference, Czech Research Council, Council of Higher Education Institutions, Confederation of Industry of the Czech Republic and the Technological Agency of the Czech Republic.

On 4 February 2010 the Forum Science Is Alive! sent an open letter to the Minister of Education, Youth and Sports Miroslava Kopicová calling on her to state and explain why she has refused the process of transparent nominations of candidates to the new Council for Research, Development and Innovations including public hearings of these candidates, as proposed by the Prime Minister Jan Fischer. In the morning representatives of the Forum distributed the open letter in front of the Ministry of Education, Youth and Sports.
